If Trump really wants to increase the "pucker factor" in Washington he'll threaten to rescind the executive order issued by John F. Kennedy that allowed federal employees to unionize.

Bears repeating. Government was weaponized against the people using EOs before I was born. All such EOs should be rescinded.
