A pardon only applies to criminal charges. An impeachment is a political process, not a criminal one.
I don't think a President-elect can be impeached. It will have to wait until after the swearing-in.
But, the Constitution explicitly prohibits pardons in case of impeachment.
Can she be impeached for actions not taken in office ?
There's no such limitation in the Constitution. However, some want to invent that limitation, for obvious reasons.
