If the co-conspirator is a president, yes, he can pardon the others. The Founders expected that Congress would impeach and remove such a president, who would then be subject to further ordinary prosecution.

As has been pointed out for several years, a United States pardon for Hillary does not protect her at all.

How can a president pardon an ongoing criminal operation? Buckwheat could pardon Hitlery on Tuesday, but the criminal operation will still be operating on Wednesday.

Remove him before he gets the chance.

The pardon law should be eliminated.

He needs to blanket pardon her tomorrow so that all those who have backed off from voting for her because of the scandals can rush back to her side knowing that she is exonerated and pure.

Nixon had not been indicted (impeachment is exactly analagous to indictment) when Ford pardoned him.

If she is pardoned, can’t she still be forced to testify without 5th amendment protection?

If she lies, isn’t that a new crime?

Imagine that. Before she’s even sworn in she’s a pardoned felon. Her health won’t take it, then Kaine is president.

This might be the right thing for the nation. But we need preventive measures put in place to prevent it happening again.

Drudge has a headline up that Obama is considering pardoning illegals. Which he could do... if he has a list :) . But he can’t grant them citizenship or amnesty or even an indefinite green card.

He can’t prevent them from being deported, just from being criminally prosecuted.
