Near the end, after all the hyperbole (and some good info too), is this:

In his current role as head of the Office of Legislative Affairs, Kadzik handles inquiries from Congress on a variety of issues. In that role he was not in the direct chain of command on the Clinton investigation. “
He’s a hack, but he’s not in charge of anything but correspondense with Congress.
