You need to understand that many of our institutions have been subverted by the power structure. The intent of Grand Juries was to place the justice system in the hand of the citizenry, not be be a rubber stamp for some politician.

I am well aware of our American history, but the grand jury system was always a tool of the government prosecutor and never one where the citizens could convene one.
