That's a conventional take, but it doesn't make sense to me for a few reasons. One being that he doesn't know what in there. As far as integrity goes, that ship has sailed.
This case has been handled in an unprecedented way. FBI conducts investigation in secrecy, and if it believes it has probable cause a crime was committed, it quietly transfers the file to DoJ. The FBI doesn't announce indictments, US Attorneys, part of the DoJ, have that role and function. Comey coming out and announcing "no charges" was unprecedented, and was unethical.
Similar with yesterday's "new evidence, maybe" announcement. He is supposed to keep that under his hat. The FBI occasionally investigates innocent people, and keeping that activity out of the public eye is done to protect reputation of the target of investigation, best as can be done.
I heard a person a month or two ago describe Comey as being very vain, and that he really wants the new FBI building to bear his name. Congress names the buildings, and Comey is perhaps currying favor with Congress, just out of personal vanity. That makes more sense than any quasi-legal reason. He said he would tell Congress if he found new evidence, and in an abundance of caution, he tells Congress, all of the FBI (and in the process, the whole world), that MAYBE he found some evidence that has bearing on what was on and transmitted from Crooked's private server.

Could be, but ethically, they can't leak anyway. The best they can do is whisleblow, and that has no value in this case because Comey has been right up front with the public and with Congress about his illogic (inserting "intent" to this particular law). He has also gien enough information about the evidence to allow a reasoned analysis. We can take his word about how many of the e-mails were marked classified, and Congress has all of them available for viewing. Not that the exact contents matter much, the difference of opinion is over the crime of mishandling classified information.
At any rate, the investigators aren't stupid about the law. Nothing Comey said in his Friday dump makes up any ground. It is a nonsense announcement. "Hey everybody, maybe there is some evidence over here relating to Crooked's private server. If there is, we'll look at it and deal with it."
However, neither Bulldaddy nor Jedi Jones have apologized for calling me a troll.

Kudlow is the only one who has an interest in economics and he understands

24-48 hours isn’t enough for Hillary’s focus group to come up with a response they will believe the public will fall for. Give it a couple of days, plus there’s a lag time for their telling the media/press what to say.
