I think he sent the letter to cover his butt because he said he would tell Congress if anything new was discovered. So check, he did that.
Comey and Lynch discussed. Came up with the plan that if DOJ refuses a warrant for the emails, then that is that. Election continues, no info will be forthcoming about any emails from Huma or Clinton from any devices because no one will grant the warrant. Check.
At least that is what I think they planned out.
So basically this will turn out to be a nothing burger again for Hillary.
But I don’t see how they could think that plan would fly.
Once they tell Congress and the public that there is a big file of unread Hillary/Huma emails, they know they can’t get away with simply ignoring it given the fact that they have pretended to be investigating Hillary and her aides for mishandling confidential information in emails.
