My political sense is that DOJ wouldn’t grant the warrant or the emails contained such big bombshells Comey felt he had to go to Congress.
That opens doors to Congress as well as creates political pressure.
If Comey is fired in the middle of this, it truly will be Midnight Massacre 2.

My understanding was the FBI already had a warrant from SDNY US District Court to search the laptops for evidence of Weiner sending porn to minors.
So the agents presumably would have opened the email folder and looked through it to see if there were any such Weiner communications.
So they must have an idea what’s in it, even without a warrant authorizing a specific search for US government state dept records including classified records.
