My interpretation — Comey’s scared, probably facing a mutiny by senior agents, and scrambling to cover his sorry backside.

There may be other interpretations, but I always trust common sense first.

That’s what I think, as well. Yeah - it may be some kind of underhanded sceme designed to get people’s attention (and the news) away from Wikileaks - but, even so, it harms her campaign for people to learn the FBI investigation has been reopened - how could it NOT?
