James Comey has informed Congress in a letter that the FBI has re-opened (never closed) the Hillary Clinton email case.

Indeed. This would mean that the email releases are having a serious negative effect on her campaign, and they need to get something out there quickly. Would not be surprised if you are right. Comey knows for sure he is tainted and OUT if Trump wins, but has a chance with Hillary.
She has to be convicted first doesn’t she?

After that fiasco last summer, there needs to be a massive house-cleaning at the FBI, with lots and lots and lots of people taking early retirements. Until that happens, I can't imagine how We the People could ever have confidence in the FBI again.

Comey’s declaration of the Beast’s innocence against 33,000 Wikileaks released emails would be a monumental disaster for him.
It would make him look even worse than he already does, if that is even possible.
