I don't know what you need to occur for "came forward." It is well documented that many FBI agents were very unhappy with Comey handling of the HRC case. FBI morale at an all time low. Did you expect FBI agents to jump in front of microphones and announce their displeasure with their boss?

In previous congressional testimony, I referred to the fact that the Federal Bureau of Investigation (FBI) had completed its investigation of former Secretary Clinton?s personal email server. Due to recent developments, 1 am writing to supplement my previous testimony.
In connection with an unrelated case, the FBI has learned of the existence ol?emails that appear to be pertinent to the investigation. I am writing to inform you that the investigative team briefed me on this yesterday, and I agreed that the FBI should take investigative steps designed to allow investigators to review these emails to determine whether they contain classified information, as well as to assess their importance to our investigation.
Although the FBI cannot yet assess whether or not this material may be significant. and I cannot predict how long it will take us to complete this additional work, I believe it is important to update your Committees about our efforts in light of my previous testimony.

Do you think Comey woke up this morning, kissed his wife, walked the dog, and listened to birds chirping when he suddenly had an epiphany that prompted him to re-open the HRC email case?
It makes much more sense that he was facing a revolt by his FBI agents for crushing the case.
Not enough time for her to do that or for anyone else to step in. People are already voting.
Well, there is always a corrupt judicial system Obama can use.
Early voters are the ones who wouldn’t be swayed by these last minute surprises. Undecideds don’t get up and make the effort to go out early. This goes to the 10% undecideds, and it should hurt her immensely.

A few of the top DNC people can meet to choose a new nominee, but Hillary has to agree to step aside. What would cause her to step aside? Perhaps Obama saying she will not get a pardon unless she leaves. Is she willing to take the chance? It would be easier to either have a seizure or fake a seizure and fall off the stage. Rapist and daughter could urge her to get medical care, drop out, and live longer for her grand children.
How many days before the election would the optimal time to issue a pardon be?

It would have to be almost immediately, as in the next few days or so, before Hillary gets too “damaged” as she is being damaged in realtime right now.
This could roll out like a replay of the Saturday Night Massacre.
An optimal time to issue a pardon for the Democrats is right now, on a Friday afternoon news dump— the classic time for bad news to be released.
But a pardon might trigger other unwelcome chains of events. If there are any Democrats with any integrity left in Congress, it would trigger immediate impeachment hearings. Even if it does not, the effect is about the same among Republicans, conservatives, and some independents.
The source of corruption would be at that point self evident.
Another chain of events would be a mass resignation from the FBI a la Saturday Night Massacre. The FBI’s work is by design and intent supposedly free of politics. A pardon would upend the FBI’s work and perhaps become a fatal scar in its reputation. Mass resignations could also trigger impeachment hearings in Congress.
Finally the worst case is that it could cause violence, especially if more evidence of vote fraud comes to light and a pardoned and supposedly disgraced Hillary nevertheless somehow actually wins the election. At this point, Hillary opponents could claim with some legitimacy that pardoning Hillary is an act that constitutes election tampering, and the results of a presidential election would then become illegitimate in the eyes of about half of the nation. This is a setup for civil war.
