Isn’t 10,000 the limit one can give as a gift to a non family member without having to pay gift taxes ?

I’m not a tax expert by any stretch, but I seem to recall hearing or reading that $10,000 is the limit for a gift to anyone, family or not. Anyone that is more familiar with taxes, please correct me on this.
