If it was a swing state I would agree, but I just don't seem any real purpose in the democrats conducting massive voter fraud in California (at least at the presidential level, house/senate may be different). California is so blue, if Trump really was close enough that democrats needed an extra 500,000 votes then the national race is already over and he'll win a 45+ state landslide. But if Hillary is winning CA by 20% as democrats tend too, why take the risk of getting caught to pad that with an extra 1% or 2%? I suppose if the Trump won the electoral college vote, those 500,000 extra votes for Hillary might give her a popular vote victory. But that is at best a moral victory (just ask Al Gore), as the electoral college decides the presidency.
