I think more than the failing program itself is the way people who opposed it or pointed out its flaws were treated. It was a bloodbath. I will never forget the townhalls and how arrogant and condescending some of the Congress people and bureaucrats were with citizens. It was disgraceful, deplorable even.
A regular failed government program would not be such a lightning rod. But this one is because of how people who tried to warn about the flaws were treated.
It was designed to fail. When it fails we get something worse.
