If he does give it to charity, then it’s awful a poor gesture: taxpayers would still be paying. What he chooses to do with his money is one thing; refusing to take mine for those purposes is different.

Herbert Hoover has been the only Pres to not accept his salary. Others have all given it to charity and taken a tax deduction. I hope Trump will just plain not accept it.
