H1B started in 1991. Initially, 45000 per year , Bill Clinton moved it 65000 per year. Bush 43 moved it to 125,000 per year. Now its 65000 per year. Every year quota for green card are based on country. India waiting list for Job based Green Card are from 3 yrs to 8 yrs.
Average Green Card process for Indians are from 3 to 12 yrs.
H1B holder must be between 2-4 millions.
Indian on Opt and F1 , J1, B1, visa are around 2-4 millions.
