BERKELEY, Calif. (KTVU) - A federal investigation is underway after a Berkeley man found nearly 100 voter pamphlets dumped in a recycling bin.
Scott Wheeler says he was walking along where he lives on Walnut Street when he found the pamphlets inside a recycling bin. "They were just sitting there on top. I stopped what I was doing with the eggs," says Wheeler. He says he had been collecting egg cartons.

It’s not perfectly clear from the article, probably because it’s a CA website for CA residents, that these “Voter Guides” are addressed and sent to registered voters (unless you opt out — maybe you would rather read it on the website, for example). These would not have been a pile on a counter of a post office for anybody to pick up, like you used to be able to pick up tax forms, and they are not addressed to “Occupant”. This was personal mail thrown into the trash, and was almost certainly done by somebody in the USPS.
This excerpt says that it’s systemic and has been going on for some time: “Wheeler says he also discovered he had been recently de-activated as a registered voter. He says election officials removed him when a permanent mail in voter card was sent to Wheeler but the card was returned as undeliverable. Wheeler says he had been a permanent mail in voter for years.”
Judges no longer have ANY credibility.

Check my #10 here. This “Voter Guide” has the text of all the Propositions and Measures to be voted on, official pro and con arguments, the names of all the candidates running for all the offices, statements from all the major local candidates, etc. This is sent separately from any absentee ballot.
If these things had PAID postage on them and addresses it should be easy enough to find the post person who was supposed to deliver them. IIRC, mail tampering is a felony.
Pamplets do not equal ballots.
Full disclosure: I live in a all-mail state (Washington). Everyone votes by mail (although in years past they did have a few collection sites).
So everyone gets a voters pamphlet. They aren’t metered mail and they don’t come addressed to the registered voter. Sometimes I get two. One year I didn’t get one and picked up a generic one from the Post Office. Replacements are readily available.
I don’t see the severity of an issue compared to, say, finding ballots (blank or otherwise) - something that HAS happened in Washington State.
Sounds like “someone got paid” to deliver those or go house-to-house in order to register people... and decided a coffee break sounded better...

They usually have them in libraries too. Lots of extra voter guides get printed. They aren’t ballots, they don’t give you access to ballots, and all the info is online.
