8) Governors are hesitant to bring out an armed National Guard into what they know will be a full on combatant role, instead they petition Obama to bring a halt to it.

Actually, now that I think about it I don't believe the national guard troops are allowed to fire on American citizens? Is that correct, I mean I know there was Kent State but not sure on this one.

Even the National Guard is allowed to defend themselves when attacked.

There is credible evidenced that the NG were fired upon from a Kent State building, just not by the crowd they fired into.
