"but a lot has changed since then......Such as? Oh, yes. Obama."

The outlook of the general populace about collateral damage. Hell, we can't even get a consensus on how to deal with ISIS. The fact that more weapons have been bought during Obama's tenure than probably in 2 decades. The generally pissed-off governors of the majority of the States.

Let's try this scenario: Say the BLM type zombies actually get organized and move on the suburbs. Such a mass movement wouldn't go directly into the neighborhoods because they know our capabilities and the kind of repercussions it would start, with them being the enemy.

My concern is splinter groups that roam in small numbers and attack deep and quick into the suburbs and then run. We both know LEO is just minutes away after the fact. That's why I found my shotguns out of the lake where I lost them. Har!

Personally, I don't believe they have the intelligence (oop, microaggression) to organize nor the balls to repeatedly attack the suburbs without over-whelming retribution. They are just punks who always destroy their own towns.

All out racial/ideology warfare will not happen as I stated above. However, remember they MAY destroy and run until good citizens get fed up and chase them down. And yes, there are plenty of current and ex-Intel who know how to do it. Faces, names, addresses would be leaked as everything is now.

If a new president isn’t sworn in by Jan 20, Speaker Paul Ryan becomes president. Obama can’t just stay.

No, Ryan doesn't. The President is the person who is elected by the people, and CERTIFIED by the Electoral College. The Obamas can be evicted from the White House on Inauguration Day, because LEGALLY, they can no longer occupy it.

Correct me if I am wrong; but it is my understanding that all APPOINTED bureaucrats serve at the discretion of the Chief Executive and can be terminated at any time, for any reason.

Your Post Is ALL that matters. The Electoral College. As the Skunk AlGore lost in 2000, he did get the popular vote. Its NOT about the popular vote. AND if ANYBODY believes the D.N.C. isn’t pressuring those Electoral Voters in EVERY STATE, on a Daily Basis, then you are MISTAKEN. They Never Stop!!

That is pretty much what Bill Clinton did when he became president.

The time to do it is at the beginning of a new administration.

George Bush didn't clean house the way Clinton did and he was plagued by recalcitrant Clinton holdovers for his entire administration. In 2006 he dismissed six attorneys in the Justice Department and there was a firestorm of protest from democrats.

Regarding Obama: there were some articles posted recently about how Obama has been intentionally loading the bureaucracies with "his" people in positions that will be protected from dismissal .by the civil service rules and the employees union.

I believe there were some statements by Valerie Jarrett that they were building protection to ensure that the next president could not easily undo Obama's changes and policies.

Of course he cannot protect higher level appointees after he leaves office but if the rank and file and high level civil service positions are mostly Obama loyalists it becomes difficult for a successor to change the direction of the bureaucracy.

Look at the Sate Department as an example. It has a liberal/leftist culture that seems to change little no matter which party occupies the White House.
