I guess the taxpayers will have to recruit and pay a reproductive concubine for the gay or single man. If a willing one cannot be had even for pay, will they start drafting women for the job?

No word here about whether this new "right" to have a baby solo, collides with a baby's right to have an identified, committed-for-the-long-term (= married) mother and father.

That right doesn't exist, you say?
