The BELEIVE he KNOWS the information is coming from Russia but is not in on it.
The truth is our intelligence people only BELIEVE he’s getting it from the Russians. They don’t know anything for sure. If they did they’d say it unequivocally.

They may have been told to say they believe this but that's something that came from the chain of command (i.e., Obama). The simplest explanation is the leaks are an inside job.
