A while back it was reported some rock group tour bus dumped waste on a NY bridge. Don’t those pipes have covers that have to be removed first?
I don't know about buses, but RVs do. Some jurisdictions have been known to cite folks for leaving them dangling. It's a secondary cap, and will usually leak if the main valves are left open. On RVs, there are generally two separate tanks, one for grey water (sinks and showers) and one for black (toilet). Each tank has it's own main valve (either manually operated or via button/switch), but they dump through the same outlet.

You're thinking of man hole covers. They are for different uses. If hill's camp had searched for covers which say "Sewer" on them, they would have dumped in the appropriate pipes- semi legally.
A storm drain has a grid cover so that water on the street can drain in there. The ones in my town drain into the creek. If hill's camp had dumped in my area, they would have contaminated NYC drinking water...and the owner on whose property is the storm drain, would have been fined millions.
