How does he know they are Trump ballots? Is he opening the mail?

It is fairly complicate. The actual ballot is (if I recall correctly) inside two different envelopes. If it is opening at random, he has damaged both candidates. Any opened prior to counting them are going to be considered invalid.
He would have to be opening the mail, there is no other way to tell. Then how would he send ballots for Hillary on to their final destination? Walk them over? I doubt the Board of Elections in Columbus wold have a problem with that. His job is probably safe.
This smacks of one of the false stories the Democrats promised to outrage Republicans and make them look foolish when the story is taken seriously.In the meantime the real fraud is taking place behind closed doors.
