It possible that others may be involved. UK is, unfortunately, fertile breeding ground for jihadis, Khalistanis, Paki & Sikh militant preachers, etc. many of these organizations are sketchy and rely on funding from external sources - Saudia, Pakistan, Qatar, Brunei, etc - or commit welfare/healthcare fraud to gather funds to undermine the very system that allows them to exist.
