The reporter acknowledged that factor, but then went on to say such charges are more believable because times have changes. Basically the author uses a sliding scale of morality to ultimately say Trump is likely to be guilty [for pawing women] while acknowledging that Bill got a pass [for violent rape].
Even if you assume both are guilty there is no equivalence.
