Another excuse for martial law?
Recovering from a solar storm, if it causes any problems at all, will take no longer than recovering from, say, a major snowstorm.

If we experienced another Carrington Event, the recovery for some areas would take years. Most power plants with the exception of nukes cannot start without power from the grid. The main transformers at power plants are long lead time items. They are built on order only. Without them no power gets to the grid. Those would be susceptible to a Carrington Event.

Triage would have to conducted on a national scale. In a just in time society we would pay dearly for a society which depends on regular deliveries.

This is a picture of the type of rail car used to deliver main transformers. You'll need refineries to operate to produce fuel to power railroads. You'll need power plants to operate refineries. You'll end up with innumerable catch 22 situations.

The transformer goes between the two rail car halves. These are not the little transformers you see at substations.
