There’s more to it than that. If the e-mail leaks don’t stop it will just seem that the cyber offensive failed. The hackers will obviously call their bluff.

I don't know if you believe that or are pulling my leg. I'll assume it's sarcasm.

The public wouldn't know if the CIA perpetrated a cyber attack, and it would know if it didn't. No change at all in the way the network world appears.

The CIA and other government agents, on both sides, are continuously probing each other, including via network. So are literally hoards of private hackers - it's potentially lucrative criminal activity.
