On occasion prisoners were cuffed and shackled but only when moved out of the facility. Training teaches how to plan for actions a prisoner takes or may take. We concerned ourselves not only with the lives of our employees but with the prisoner.
Mental patients are never cuffed and seldom restrained in any way unless they become violent. One secret is to always have overpowering physical force available, make that non-lethal force available.
In the video linked the more I watch it the more sickened I become. The perp looked like he was turning away from the officers prior to being shot, there was just no reason to kill him. Any time you shoot you shoot to kill, so the shooter with four hours of preparation must be making a conscious decision to kill. Perhaps one shot to put him down would not have killed but firing that many shots was only to kill, they continued shooting as he was falling. It was not needed.
The problem is, such a guilty verdict is reversed on appeal as a matter of law
