If they are not Russian they are from some other foreign country, going by the grammar.
May not be significant, but the designation of October 9 via 9/10 implies a European Author or at least non-U.S.
Waiting so long is a bad idea. There is so much early voting going on. Walk-in voters can change their minds, but every mailed ballot is an irretrievable vote. If they have the goods, they should start releasing them. A really juicy one should go out Monday so it will be fresh for the Wednesday Las Vegas debate.
