If they were being careful and proofreading it may have said that. But if everybody already knew what they were talking about, I can easily see them leaving out the words, “the phrase”. I say that based on the context of the stuff around it.

And let me be perfectly clear: I am no apologist for that woman. I’ve had her number since I protested against her health care plan when she visited Westlake Park in Downtown Seattle back in the 90’s. I consider her one of the most evil people in politics.

But I choose my battles and want to be sure I don’t look like a fool for choosing the wrong one. And that is the voice of experience talking.

Well, reading it in context, I have to agree it is the phrase.

What phase would she want to use instead?
