This is a hockey rink.......the rink is full with people. The emergency exits cannot handle folks, if the arena needs to be evacuted!!! Too many people in the building!!!

How can there be empty seats if the fire marshal is turning people away? Many people standing on floor, which is usually where a sporting event is taking place. Only so many people are allowed in. So that's why the nosebleed seats are empty.
