One circumstance is possible. If the Trump campaign caught wind that the Dems were sitting on this, waiting till just before the election to release it. Then it would make sense for Trump to get it out now...late on a Friday, several weeks prior to the election, during a short news cycle, in the midst of a Hurricane and just prior to a debate that could change the news cycle.
