This legislation was proposed by some NGO and included basically total ban on abortion, so for instance a raped woman would have to deliver a child or else face up to 5 years in prison. Even RCC here doesn't support some elements of this project. Opposition made a big show out of it as abortion is a very difficult issue for PiS because there's no simple “pro-choice” and “pro-life” division.

Their voters range from “ultra-conservatives” to center right folks, who think that current law (one of the strictest in the world) is really enough and even some centrists, who were just fed up with impotence of the previous gov. So no matter what they do, they get in troubles with at least one of these groups.

Personally I think that current law is really enough. Instead of bringing up some medieval legislations, I would rather see some crackdown on abortion “underground”, which is not as huge as the “pro-choice” crowd claims but definitely exists here and state institutions don't seem to be doing much to fight it.
