NautiNurse, does this mean:

Hurricane-force winds extend outward up to 60 miles (95 km) from the center and TS force winds extend outward up to 160 miles.

60 miles and 160 miles out from the eye (in other words, those numbers of miles out from the eye in all directions), or just across the eye so it would mean total number of miles?

I hope I explained my confusion clearly. :-)
