From 1976 to 2001 he was in the private sector, served 5 years as SecDef, and has been in the private sector since 2006. That's a total if 17 years out of 53. Most of his life he has held jobs in the private sector.

he was about as private as fedex is federal. He simply stepped across the line to get the big bucks trading influence with his cronies. Then was offered a retirement fun job in Secdef by Cheney who was his boy in the 70s.
His whole life has been in government, or trading on government connections.
