...at risk of delisting from Endangered Species Act

That's a "risk?" I thought that's a good thing; it means the program worked and the animals are no longer a dwindling species, right? The "risk" would be if they were nearing extinction and needed protection, right?

Or is this another case of one on a government program, you never get off?
