I don’t think Saddam would’ve been infiltrating the West as such.

Saddam's empire would be more preoccupied with its regional rivals, Iran, Turkey, and Egypt.

Have to agree. Saddam was more of a grand chessboard wannabe imperialist, not a subversive conqueror.
