The police apparently did not know ANY of that when they confronted Scott.
Its all true, but in the moments leading up to the confrontation, they didn’t even know his name, let alone his record.
IF the gun was in his hand and he refused to lay it down etc, then the shooting was justified. I had difficulty seeing it in the videos released. I am guessing the mayor was satisfied as she was standing next to the chief at the announcement.

AFAIK, they were serving an arrest warrant on him. Of course they knew his criminal history, and presumed him armed & dangerous.
