How about requiring ID?
Eliminate absentee ballots except in the most dire circumstances and maybe make them pick them up in person...with an ID.
Find in theory, but define ‘dire circumstances’.
Military overseas
Civilians overseas
People working out of state.
Full-Time RV’ers
etc.
???
Send your request with a copy of your ID.
I don’t subscribe to the idea that unless you cover every single contingency, a plan is useless.
I think we can figure something out...if we are serious.
