When we lived on Najmah Camp on the Persian/Arabia Gulf the Saudi women would ALWAYS go into the waves, fully dressed.

I was a lifeguard for a few days for the Najmah Camp swimming pool, where Saudi women could use the pool. They wore regular one-piece suits...and usually brought their infant/toddler children with them. No men were allowed of course.
