I am curious as to the tactics on where they choose to riot. is it in store areas so they can loot? when they target philly what area do the rioters want to take over and destroy? Seems like downtown and interstate which would be vine street or 95.
Wherever they can get free stuff, and cause the most disruption to the general public would be my tactical guess.
Create as much chaos as possible.
