From the photos I’ve seen and can identify, it is the downtown business area that does empty out at night for the most part, as the nightlife there is both costly and unimpressive, and the fringes of some white suburbs near the highways that are the principal targets. That the terrorists are not burning down their own neighborhoods demonstrates that less stupid minds than their own are directing them.
The US has been in the business of agitating, destabilizing and demoralizing nations for years now. The Arab Spring and the Ukraine are recent examples. Do not doubt that rogue or even sanctioned elements with that expertise would be willing to apply such efforts here, especially with the smudged lines between official government actions and “NGO” catspaws.
The target is too handy - soft, demoralized, latte liberals and Southern guilt converts - and the nerve centers of transportation, business and the fringes of white suburbs, such as the Walmart target. The symbolism of whites cowering from street vermin in a major southern city is deliberate. In some other cities, there would be the urge to post bounty on vermin pelts. Not in Charlotte, not in any numbers, anyway. They are the type of surrender monkeys like Nikki Haley.
Missouri held out. Baton Rouge bounced their asses. Charlotte is not as resilient, because they have assimilated their oppressors’ premises, seek their oppressors’ approval, and are already a beaten, imitative, submissive culture.

Charlotte by and large is desperately trying to be “New South”, which is to say guilt ridden, weakling, yellow, and submissive.

The facts make it less obvious that there was a imminent threat to anyone's life. It seems at least a wobbler to me, I don't think the charges were unwarrented.
Could it also be possible that Mr. Trump needs the black and other minorities for the November 8th election by doing black outreach at the churches and he did go to a Tulsa church a few days ago.

I was surprised that Charlotte is only 35% black; there must be a lot of out-of-state interlopers there.
