It bothers me too. It was unnecessary. Imagine if she had just complied with the officer's requests? Police officers are not judges. Your guilt or innocence is irrelevant to them. Expect and know this. Their interest in you is not necessarily a reflection on you personally. They are reacting to a request, call, or demand for their presence. Sorting stuff out comes later.

Seriously, I hope that little girl can get the help she needs because it is clear she is unstable. Terribly immature for 15. I would imagine this is what you get when there are always excuses for behavior and never any limits or requirements for compliance. I couldn’t believe the story when I first heard it today but after seeing the video, I am amazed at the restraint the cops showed. Wouldn’t want that job.

It she truly was in an accident. Supposedly she was struck by a car and wanted to go home.

I can assure you that the police would want a statement. I would not be able to blow them off and bike away.

The police were more than patient with her even though she resisted,
