This is a YouTube video from a recent police contact on September 18.
I started it a little in where the confrontation begins.

Sounds like you work for a local Gov’t like my wife. They sit and watch YouTube all day then file an EEOC complaint when you axe them to do some work.
Despite the belligerence of this badly raised young woman, Hagerstown is overall a decent place to live. True, it has its less attractive areas, but we like it.
I don’t live there any more.
I think that pepper spraying a minor in handcuffs in the back of a cop car is probably not proper.
Yes the little turd deserved it, however I believe that that was not the proper action for the cops to take.
In the good old days, she would have gotten a few whacks with the nightstick to adjust her attitude. Now, she kicks a cop repeatedly in the chest, and just gets a little pepper spray much later in the process than she should have.
Perhaps she learned something from the experience. Cops showed a whole lot of restraint. And the whole issue was that she wouldn't tell them how to contact her mother so they could have written up their report and sent her on home.
Harambe the gorilla was treated far worse than this, and he was much better behaved.

Seriously, I hope that little girl can get the help she needs because it is clear she is unstable. Terribly immature for 15. I would imagine this is what you get when there are always excuses for behavior and never any limits or requirements for compliance. I couldn’t believe the story when I first heard it today but after seeing the video, I am amazed at the restraint the cops showed. Wouldn’t want that job.
They should have gotten a K9 unit ASAP.It’s amazing how quickly people settle down when a dog starts giving them a hard stare.

I agree. I could understand doing it a couple different times during the video, but not when she is already handcuffed in the back of a cop car.
That cop was just itching to spray her.

Agreed. If she had been sprayed when she was resisting, that would have been a more appropriate time.
The princess was belligerent until the cuffs came out, then suddenly at the 8:00? mark she claims she has OCD? She refused to comply with police so she got sprayed... and a minute later the police got into the car with her, so it couldn’t be that bad.
I always tell my kids to comply with the police. You can’t do anything from the inside, but you can (if the law is upheld) do something once you are out of the belly of the beast.
Your involvement in a crime is not determined by the police. That is for a judge to decide. Being innocent and arrested is not that uncommon. Don’t behave in a way that finds you guilty of failure to comply or resisting.
