yes he was, but the bank regulations did not do their damage in one day.
It was Clinton who put the rules into effect, and Mario Cuomo’s idiot son Andrew (his AG) who SUED the first bank that refused to follow those rules because the were so stupid.
And the housing meltdown started with Carter and the ‘fair housing act’... But Clinton’s banking rules made that idiocy of Carter’s more effective.
