The simple fact missing here, and fitting of the story's origin, is that:

is totally irrelevant to restricting immigration except that they may be lost by NOT restricting immigration.

I'm sure many noticed this, but the word "liberty" appears once, in the Preamble, and "equal protection of law" not at all.
