CNN flasehd a screen of a Trump event at Darrell Scott's church in Cleveland Heights, coming up shortly. That could be the reason for pushing the Toledo event back an hour (or more, if he is late).
Trump courting black vote with Cleveland visit Wednesday
Trump will meet with a large statewide group of pastors from 9 a.m. to 10 a.m. He will tape a segment of The Sean Hannity Show later that morning.

AP ran a birther fact check story this morning.
Did Hillary Clinton start the birther movement? The moonbats won't let it go, but I think the birther "push" is dead as far as the Hillary-controlled press goes. Blumenthal pushed it, and she doesn't want that pushback to persist.
