If there is a dog causing a problem, it is picked up. If the dog has a license, return to owner with appropriate warning or fine.

Washington DC has a stray politician problem that is much worse than Dallas’ problem. ;)
When I was a younger man there was a child killed by a pack of stray dogs in Albuquerque.
The result, all the men of the neighborhood went hunting with rifles. The police looked the other way.
Problem solved.
If they can’t solve a stray dogs problem, I don’t have much faith that they can solve any problems.
But at least they did a study.
What happened to those guys you would see in the movies with the big nets and the grey uniforms? Do they have an elected dog catcher position? You know, the kind of office that anyone better than John Kerry might qualify for?
Visit any central American city - they have a stray dog problem.

I adopted a rescue dog from a county animal control center last Thursday. There were probably fifty animals among which were only two small dogs. I picked one of the small ones, a terrier mix. Most of the rest of the dogs were either pit bulls or pit bull mixes. If we have a crisis of dangerous dogs, I submit it is the owners and enablers of pit bulls.
While nobody came out and said it during the segment that I heard, the implication seemed to be that the city's animal shelters are overloaded already.
I was watching this on the news recently and the genius journalist stated something about “there was no stray dog problem in a nearby, more affluent area” but didn’t offer an opinion as to why that is. Hey, Einstein, did it occur to you that people with money tend to be more responsible with their pets and their lives?
As good as cops are at shooting dogs, seems like there is an easy solution.
I adopted a small dog from a nearby shelter recently, too. Like you say, most of the dogs were pits or pit mixes, only a couple of little dogs. I got an adorable little guy, sleeping next to me right now. Some kind of a Chihuahua, terrier mix. I ADORE him.

I think Obama can take care of this problem all by himself...and maybe a bottle of ketchup.
A lot of the problem is in south Dallas and the emphasis the city gov’t places on the problem.
