For those who wish to change this to something far less effective there is a way to do so ... just amend the Constitution.

You don't need an amendment to award by Congressional district. You have to get a state's legislature to pass a bill doing it, and then get the governor to sign it.

I’m a mathematician amongst other things. Have worked on explaining this concept in easy to understand terms. Found the baseball analogy works best when speaking to lay people. (Don’t have the actual math handy, but could probably find it if you are interested.)
