Effective ploy they’ve been using for centuries - they make themselves the victims, say nothing to their co-religionists and ignore the victims who are killed and maimed.
Based on what I know about the Muslims, the “radicals” will turn in the “moderates” and let the authorities do their dirty work for them.
Then, fewer Muslims will be “moderate”.
